However, knowing the billions of dollars spent to prevent sewerage runoff in such events, massive tunnels and rerouting of minor rivers and creeks to huge new treatment plants, I doubt the sewerage runoff story. What I find more plausible is the buildup of chemical dust, the result of months of drought, as they continued to dump chemicals from the air, which turned to sludge and was suddenly washed into the Chattahoochee by torrential rainfall.
